or the House where they are set to confirm a new Speaker today that is clearly out of his depth-simply looking at his eyes in every picture shows or image of him reveals this the GOP's problem is that they are against governing.
This is a problem with a long history. It actually goes back to the New Deal. Ever since then they have always construed themselves mostly in opposition to the Democrats. The Dems take positions the GOP opposes Dem positions.
For this reason Nixon felt he was at a disadvantage in 1960 as he had a record to defend as Vice President in the Eisenhower Administration; Eisenhower was a rare bird for the modern GOP; he actually believed in governing and governed quite well, thank you.
But the GOP seems now to be at the end of their rope. The opposition to governing is now just cannibalizing their own party's leaders.
Then when you look at recent GOP leaders and there's not much to choose from. Jeb is considering bringing W to campaign for him-which is shocking considering how polarizing he remains.

Now to assuage conservatives that McCarthy is the one, he gets an endorsement from Dick Cheney?
"Former Vice President Dick Cheney is stepping into the suddenly feverish House speaker's race to endorse the leading candidate, House Majority Leader Kevin McCarthy (R-Calif.), as "a good man and a strong leader."
"McCarthy has a challenge from the right, and Cheney's statement should help McCarthy with some of the hardliners, in part by giving them conservative cover to support him."
"Here's the statement, issued Wednesday night, on the eve of the scheduled vote:"
"We are in one of the most difficult and challenging periods of our history. It is more important than ever that we have strong conservative leadership in the House of Representatives.
"I’ve known Kevin McCarthy for many years. He is a good man and a strong leader. As a man of the House and a former member of the House leadership, I know that Kevin McCarthy is the person we need as Speaker in these dangerous and important times. Chaos is on the rise abroad. Russia is exploiting this administration’s weakness, radical Islam is gaining strength, the Middle East is falling apart, and China is asserting its authority in the absence of American strength. The Obama administration has done enormous damage to our military capability and to our relationships with key allies around the world.
"Especially when the President refuses to lead, Congress needs to step up to provide for our national defense in support of American power. Kevin McCarthy is the man who can provide that leadership."

Interesting note about Dick Cheney aka Dr. Evil. He is still remnant of a different time in political His sensibility was formed in a time when the GOP used to win the Presidency but couldn't win Congress.
So he used to game out scenarios beneath the ground in Washington DC in his bunker where he'd imagine the world after a nuclear weapon attack.
He argued that Congress alas didn't have a purpose.
