He tacitly acknowledges the mood of the electorate for NO MORE BUSHES! In a day when he announced his campaign the hashtag that is trending is exactly that: a demand for no more Bushes.

It's kind of like the Hippocratic Oath. If you want to help your patients, if you have any hope of actually healing anyone, then first do no harm. Similarly if America has any hope than it must first be absolutely clear that it will elect No More Bushes!
We have hit an impasse in American politics that everything the GOP does simply makes things worse. For itself, but worse for the country. It has no vision at all other than scorched earth opposition to what the President has done.
It's strategy in the future is just more the same: gerrymandering, voter id laws, and when they get in office, doing nothing but saying no.
For instance look at the ACA and the coming SJC decision. Once again Hillary Clinton has put the lie to those who claim she isn't telling us where she stands. She came out strongly last week for early voting and the end to voter id laws that are all about voter suppression.

Now she has a plan to actually fix things if the SJC makes the wrong call on ACA whereas the GOP 'fix' actually just makes things worse.

She is dismissing the lawsuit as a cynical effort to undermine the ACA’s basic coverage guarantee — telegraphing a very critical response to such a ruling — and signaling aggressive engagement if and when the debate turns to what should happen next."
"Republicans appear divided over how to respond if the Court guts subsidies. Some Congressional Republicans are floating plans that would temporarily extend subsidies. But they are now saying they won’t produce any consensus plan until after the Court rules. Meanwhile, it’s not clear that Republicans can pass any such consensus plan, because conservatives may revolt at doing anything to keep Obamacare going. It’s also unclear whether GOP leaders would want to buck conservatives and pass a temporary fix with the help of a lot of Democrats. As GOPers do nothing but make things worse the only solution is not to elect them and Jeb, their likely candidate, would be another disaster like his brother if not worse.
